FOR COOKIE LAYERS
- 2 c. all-purpose flour
- 2 c. quick-cooking oats
- 1 tsp. baking powder
- 1 tsp. kosher salt
- 1 c. (2 sticks) butter, softened
- 3/4 c. lightly packed brown sugar
- 3/4 c. granulated sugar
- 1 tsp. pure vanilla extract
- 2 large eggs
FOR THE FILLING
- 1 (14-oz.) can sweetened condensed milk
- 1 (12-oz.) bag chocolate chips
- 2 tbsp. butter
- 1/4 tsp. kosher salt
DIRECTIONS:
Preheat oven to 350°. Line a 9”-x-13” pan with parchment paper and grease with cooking spray. In a medium saucepan over medium-low heat, combine sweetened condensed milk, chocolate chips, butter, and salt. Cook, stirring often, until melted. Remove from heat.
In a medium bowl, whisk together flour, oats, baking powder, and salt.
In a large bowl using a hand mixer (or in the bowl of a stand mixer), beat butter, sugar, and vanilla and until light and fluffy.
Add eggs one at a time, beating well between each addition. Add flour mixture and mix until just combined.
Spread about half the cookie dough into prepared pan in an even layer, then spread chocolate filling on top. Scatter remaining cookie dough on top.
Bake until set and lightly golden on top, 40 minutes. Cool to room temperature before serving.
